Add tool to push commits to repo

When using agentic flow it would be nice to have a "push commit" to repo tool in this MCP.

Currently my agent has to have access to a token (or placeholder for a proxy) and make a GIT CLI command, which is a different setup than using this MCP.
It would be better and more easy to have a push tool right inside the MCP.

Summary

Implement a new tool that integrate with Azure DevOps APIs to enable push of commits into a repo.
